There's no additional shipping fee on combs and clips.  
Options:

Most combs and clips will be sewn in at the top of the veil (at the crown of the head), approximately 1" to 1/2" beyond the lace trim.

Stay-put combs and clips will keep your chapel veil in place.

For a quick no sew fix at home on veils you already own, use a miniature hair claw--the kind they sell in many supermarkets. A bobby pin is an old stand by that can be used in the same way. However if you're not careful, these can damage the fabric when you go to take your veil off. So when removing your veil, be careful!
